Craftsman Training Scheme(CTS) :-
The Directorate General of employment & training (DGE&T) in the ministry of Labor, government of India initiated Craftsmen Training Institute Scheme (CTS) in 1950 by establishing about 50 industrial institutes (ITIs) for imparting skills in various vocational trades to meet the skilled manpower requirement for the technology and industrial growth for the country. The second major phase of increment in ITIs came with the oil-boom in west-Asia and export of skilled manpower to that region from India. Several new private ITIs were established in 1980s in southern states mostly in Kerala, Karnataka and Andra Pradesh. Etc. from where trained craftsman found placement mainly in Gulf countries. In 1980, there were 830 ITIs and number of rose to 1900 ITIs in 1987. During 1990s, the growth of it is had been steep and presently there are over 4971 it is (1969 in Govt. & 3102 in Private Sector) having total seating capacity of 7.18 lakhs. Under the contribution of India, Vocational training is the concurrent subject of both Central and State Governments. The development of training scheme at National level, evolution of policy, laying of training standards, norms, conducting of examinations, certification, etc. are the responsibilities of the Central Government, whereas the implementation of the training scheme largely rests with the State Govts./UT Administrator. The central Govt. is the advised by the National Council of Vocational Training (NCVT), a tripartite body having representatives from employers, workers and Central /State Government. Similar councils known as State Councils for Vocational Training are constituted for the same purpose by the respective State Governments at state levels.
Objectives of The scheme

To provided semi-skilled/skilled workers to industry by systematic training to school leavers. |

To reduce unemployment among educated youth by equipping them with suitable skills for industrial employment. |
Salient Features of the scheme
|

Training is imparted in 49 engineering and 49 non-engineering trades. |
|
|
The period of training for various trades various from sixth months to three years and the entry qualification various trades from 8th to 12th class pass, depending on the requirement of training in different trades. |

The institute / trades having necessary infrastructure facilities as per the norms and granted affiliation. |
|
|
This institute are require to conduct training course as per the curriculum prescribed by National Councils for vocational Training (NCVT). The admission to the new course is made in the month of August every year. |

The trainees after Test conduct under the aegis of National Councils for Vocational Training. The successful trainees are awarded National Trade Certification which has been recognized by Govt. of India for the purpose of recruitment to subordinate posts and services under the Central Govt. |

About 70% of the training period is allotted to practical training and the rest to theoretical training relating to Trade theory, Workshop Calculating & Science, Engineering Drawing, Social studies including environmental science & family welfare. |

Seats are reserved for SC/ST in proportion to their population in respective State/UT. Guidelines for reserving 3% seats for physically handicapped and 25 % for women candidates have been issued to State Government and these could be filled bases on general reservation policy of each State/UT and total reservation is limited to 50 %. Seats are also reserved for the wards of defense proposal. |

There is a procedure for evolution of affiliated ITTs/ITCs which envisages disaffiliation of trades / units whose infrastructure are found not conforming to the standards/ norms prescribe by NCVT. |
Trade testing and Certification

All-India Trade tests are conduct by the DGE&T, Ministry of Labour under the aegis of the National Councils examination, Please see the Schedule of Exams. |

The trainees of affiliated institute / trades and eligible private candidates appear in the Trede tests. National Trade certification are awarded to the successful candidates. For detail, please see Eligibility to appear in All India Trade Test.

National Trade certification is a recognize qualification for recruitment to relevant posts and services in Central / State Government establishments. |
